“Ready for Action” Business Intelligence Report Highlights Opportunities to Expand Ontario’s Screen Industry Beyond Toronto and Hamilton
A comprehensive new report, Southwestern Ontario: Ready for Action!, explores the untapped potential of Southwestern Ontario as a key participant in Ontario’s booming film and television industry.
Funded by the Ontario Creates Business Intelligence Program with support from RTO4, the report provides actionable insights for municipalities, and industry stakeholders to foster regional growth in screen-based production.
KEY FINDINGS
The report, researched and authored by Craig Thompson of Ballinran Entertainment in association with the Southwestern Ontario Film Alliance (SOFA), identifies critical opportunities and challenges for expanding film and TV production in the region including:
Incentives & Investment – The report explores enhanced financial incentives and regional production funds, including travel and accommodation subsidies, and other tools to attract productions beyond the Greater Toronto Area (GTA).
Workforce Development – Strengthening partnerships between post-secondary institutions, unions, and industry to build a skilled local workforce is essential. Programs like mentorship and hands-on training can retain talent in the region.
Municipal Collaboration – Streamlined permitting processes, regional film offices, and location databases are needed to make communities more”film-friendly.” Case studies from London, Cambridge, and Kingston highlight successful strategies.
Infrastructure and Studio Space – While large scale studio developments may not be feasible, repurposing existing spaces (e.g., warehouses, theatres) could support local productions and location shoots.
Performing Arts and Content Creation – The region’s strong performing arts sector offers unique opportunities for screen adaptation and original content production.
RECOMMENDATIONS
- Advocating for regional production incentives.
- Establishing a Southwestern Ontario Film Commission or expansion of the Southwestern Ontario Film Alliance.
- Expanding location scouting and marketing efforts.
- Supporting local content creation through partnerships with arts organizations and emerging creators.
- Building a stronger network between post-secondary institutions and the screen industry to anticipate labour market needs.
